Global wind energy capacity grew by 28.8 percent in 2008 (carbonfreeenergy.busythumbs.com)

Global wind energy capacity grew by 28.8 percent last year to reach total global installations of more than 120.8 GW at the end of 2008, according to Global Wind Energy Council (GWEC).

Over 27 GW of new wind power generation capacity came online in 2008, 36 percent more than in 2007.

"These figures speak for themselves: there is huge and growing global demand for emissions-free wind power, which can be installed quickly, virtually everywhere in the world. Wind energy is the only power generation technology that can deliver the necessary cuts in CO2 in the critical period up to 2020, when greenhouse cases must peak and begin to decline to avoid dangerous climate change," said Steve Sawyer, Secretary General of GWEC.

"The 120 GW of global wind capacity in place at the end of 2008 will produce 260 TWh and save 158 million tons of CO2 every year."

The leading markets in terms of new installed capacity in 2008 were the US and China. New US wind energy installations totalled 8,358 MW for a total installed capacity of 25,170 MW and the US has now officially overtaken Germany (23,902 MW) as number one in wind power. Europe and North America are running neck-to-neck, with about 8.9 GW each of new installed capacity in 2008, with Asia closely following with 8.6 GW.

The massive growth in the US wind market in 2008 increased the nation's total wind power generating capacity by 50 percent. The new wind projects completed in 2008 account for about 42 percent of the entire new power-producing capacity added in the US last year, and created 35,000 new jobs, for a total of 85,000 employed in the sector in the US.

Close to a third of all new capacity in 2008 was installed on the Asian continent. In particular, the wind energy boom is continuing in China, which once again doubled its installed capacity by adding about 6.3 GW, reaching a total of 12.2 GW.

"The Chinese wind energy market is going from strength to strength, and has once again doubled in size compared to 2007, reaching over 12 GW of total installed capacity," said Shi Pengfei, VP, Chinese Wind Energy Association (CWEA).

Wind farm workers rescued (carbonfreeenergy.busythumbs.com)

E.on was forced to evacuate its workers to safety from its Robin Rigg offshore wind farm after a cable-laying barge broke free from its anchors in stormy seas.

Wind farm workers who became stranded on an unanchored barge in stormy seas off the coast of Cumbria were rescued, the Maritime and Coastguard Agency said.

As per the information available, the 42 workers were aboard the UR 101 barge at the Robin Rigg wind farm, eight miles west of Maryport, when three of their four anchor cables snapped.

A spokesperson for the wind farm operator E.ON UK, the electricity and gas company, said the 270ft barge was laying cables between turbines at the Robin Rigg windfarm when its anchors worked free in 16ft seas. It was later anchored to a large tug to prevent it drifting. If the operation to re-anchor the vessel fails it will be towed out of the turbine field to prevent it colliding with the turbine foundations.

Located 9km out to sea in the Solway Firth, between England and Scotland, Robin Rigg will have 60 turbines once completed and a 180MW capacity. The firm, according to newenergyfocus.com, has said it hopes that the construction will not be delayed.

SeaEnergy Renewables Limited has, together with its co-venturers, entered into exclusivity agreements with The Crown Estate in relation to the proposed development of two offshore wind farm sites.

As per the agreements, SeaEnergy and its co-venturers have been awarded the preferred bidder status.

The grant of any lease to allow construction of a wind farm will be subject to a favourable Strategic Environmental Assessment or SEA outcome, site specific environmental impact assessment and statutory consents.

These sites are Beatrice Offshore Wind Farm (SeaEnergy 25 percent, Airtricity 75 percent; 9 miles off the east coast of Scotland in the Moray Firth; Circa 920 MW, 184 five MW turbines) and Inch Cape Offshore Wind Farm (SeaEnergy 25 percent, RWE npower renewables 75 percent; 10 miles off the east coast of Scotland in the Outer Tay Estuary; Circa 905 MW, 181 five MW turbines).

SeaEnergy expects that a 24-month data gathering period over the sites will be required ahead of planning consents being filed. Moving forward, the JVs will concentrate on early investigations of the proposed sites, and will engage in extensive stakeholder consultation.

In an official statement, it was also shared that Ramco has agreed to sell up to a further eight percent of the issued shares of SeaEnergy to the SeaEnergy management team. This transaction will be finalised shortly. Following this transaction Ramco's stake in SeaEnergy will be reduced to 80 percent.

Exclusivity agreements to be offered for offshore windfarms (carbonfreeenergy.busythumbs.com)

The Crown Estate is to offer exclusivity agreements to companies and consortia for 10 sites for development of offshore windfarms within Scottish territorial waters.

The 10 agreements will be made to nine companies and consortia, and in total the sites have the potential to generate more than 6 GW of offshore wind power.

Four of the proposed wind farms - Beatrice, Bell Rock, Islay and Kintyre - were awarded to consortiums including Scottish and Southern Energy (SSE). They alone could have a combined capacity of up to 2,700 MWs. The proposed Kintyre wind farm would have up to 126 turbines covering about 70 sq km; another off Islay would have 138 turbines covering 93 sq km.

E.ON, ScottishPower, RWE npower and Mainstream Renewable Power were among other companies also awarded rights to start development of the schemes.

The agreements are designed to allow developers to begin initial survey and consultation processes for their sites while the Scottish Government conducts a Strategic Environmental Assessment (SEA) for offshore wind within Scottish territorial waters.

Following completion of the SEA, The Crown Estate can go on and award agreements for lease for suitable sites. Leases which enable the developers to actually go ahead with construction works will only be granted by The Crown Estate once the developer has obtained statutory consents and permissions from the Scottish Government.

Option fees will not be payable until award of agreements for lease in 2010. It is intended that the option fees be used to address generic research and development issues faced by offshore wind developers in Scotland.

E.ON is to appeal the East Riding Council's decision to refuse consent for its Tedder Hill wind farm near Roos, Yorkshire.

The initial application for a 6.9MW, three turbine wind farm, was rejected in August following a tie-break decision. The scheme for land at Tedder Hill, close to Roos, near Withernsea, was narrowly rejected by East Riding Council's planning committee. Committee chairman Councillor Chuck Hunter used his casting vote after the vote went seven for, seven against the scheme.

Jonn Barnes, project developer for E.ON in the UK admitted that the company was disappointed with the verdict and it still believes that Tedder Hill is an ideal location for a wind farm.

Barnes added that E.ON has undertaken a number of independent reviews into its application.

"We still believe that this site offers an excellent opportunity to develop a wind farm, ensuring minimal disruption to the local landscape and community within the Roos area," said Barnes.

The site could provide enough power for up to 3,800 homes and displace 7,790 tonnes of CO2 annually. If approved the site would see the benefit of a community fund of over �5000 a year for the life of the project.

The appeal could lead to a public inquiry with a final decision expected later this year.

EDF Energies Nouvelles continues to make steady progress with the Shiloh II wind farm located in Solano County, California.

The company has declared commercial operation of the wind farm. Construction of the 150-megawatt wind farm, consisting of 75 REpower 2 MW turbines, commenced in May last year.

The power will be sold under a 20-year power purchase agreement to Pacific Gas & Electric, a US electricity company.

The company's spokesperson David Corchia said financing of the Shiloh II facility was arranged in challenging financial conditions. During the construction phase, enXco, the US subsidiary of EDF Energies Nouvelles, secured a project financing agreement with Nord LB, in partnership with CIC, Dexia and Soci�t� G�n�rale, as well as an agreement with a group of investors led by JP Morgan, together with Wells Fargo and New York Life, which now holds a minority interest in the wind farm.

In its full year results, EDF Energies Nouvelles shared that wind energy capacity in service amounted to a gross figure of 2,030.6 MW at 31 December 2008, up 812.7 MW compared with the previous year (increase of 66.7 percent). During the fourth quarter alone, the Group commissioned 433.5 MW in gross capacity.

Navajo secures 200 MW wind site in Xinjiang (carbonfreeenergy.busythumbs.com)

Navajo Wind Energy Corp. has secured a new 200 MW wind site located in Xinjiang, China.

This site is situated on 6,200 acres. Previous testing, according to the company, indicates a mean average annual wind speed in excess of 11 meters per second or over 25 miles per hour, capable of generating net operating capacity factors in excess of 50 percent.

Navajo Wind Energy has also recently acquired Guangzhou Jianianxiang Co. Ltd., a Chinese wind farm and power trading company. This strategic acquisition is expected to give the company a comparative advantage in developing its wind power generating facilities in China. With this acquisition, Navajo will become one of the only few companies licenced to trade electrical power in and outside of China.

The company has also secured a line of credit financing for up to $2.5 million with private energy fund Xiyas Development Capital Ltd. (XDCL). The company has already drawn $200,000 from the line of credit for acquisitions, development and operations.

Navajo Wind Energy is developing projects in the mainland China. These projects range in size from 10 � 100 MW and will total nearly 500 MW of wind power.

A utility regulation expert has mentioned that the new Green Energy Act in Ontario removes some of the uncertainty around municipal permitting and grid connection policies.

In their new Ontario wind power study, Guy Holburn, Associate Professor, and Charles Morand, researcher, Richard Ivey School of Business, also recommend the Ontario government to enact bold legislation on renewable energy, with long-term capacity targets, to attract wind developer investments.

In all, the experts surveyed 63 wind developers and studied past policies to determine why previous provincial initiatives to increase green energy - including a feed-in tariff that guarantees the Ontario Power Authority will purchase from renewable electricity suppliers at fixed prices - have failed to meet targets.

In their findings, Holburn and Morand referred to the policy-making that is conducted outside of the scope of formal legislative and regulatory processes.

Holburn said the Act does not establish long-term targets for renewable capacity. �Instead it leaves key decisions on targets and power pricing in the hands of the Minister, who can easily change policies if political priorities shift.�

�Developers rate regulatory policy stability as one of the weakest aspects of Ontario�s business environment,� said Holburn.

�Concerns over policy stability and regulatory risk have led developers to invest in other jurisdictions or to price in a risk premium here in Ontario - implying higher rates for consumers. The Green Energy Act should go further by delegating more policy-making authority to independent agencies and limiting the scope for Ministerial directives.�
